at every attack on our barracks he s either at fountain not getting out (would take him 2 sec from fountain to barracks but he has to wait until his relocate is back) or in some lane pushing

I'll be honest: There was nothing you guys could've done to defend that once serpant wards were dropped there. Wisp does tp out of base once or twice so I'm giving him a 1 day ban but he didn't stay at fountain/push some lane. He tried to defend, realized he couldn't, and tried to push a lane out.
