clarification on ltd rules. can admin pls clarify

specifically this rule:

Do not change the king's target to delay killing, except to efficiently kill multiple targets or kill higher priority targets such as sent units or low hp units. Range stomping and backward waving is allowed.

Are you allowed to change targets to deny enemy king gold? Is the emphasis on not changing target unless it's higher priority unit or is the emphasis on "to delay killing"?

thanks jabs for the clarification. if you're free can i have your second opinion on this brq cause the other admin gave me the impression that as long as it doesnt cause killing delay it's allowed... as mean he knew his units were coming mid to kill, so definitely he wouldn't have used spells... felt like he changed targets unnecessarily
