He wasn't new and was likely a smurf since he did not have to download the map. Also, upon joining the lobby, he said this:

Someone that 'loves' this game so much should at the very least understand the basics of this game. However, he trained a ancient wonder worker as top and did not build any wonders. He added 2 granaries early despite having mid food, and did not utilize the extra food to add docks. He started off getting raiders as top, and rushed currency to market top when he didn't have top. Later, he just upgraded crap (dromons) and spent his gold on useless research intentionally.

He also refused to control the towers at the 14 minute mark when we were at risk of losing top, but after a minute he likely realised his trolling wouldn't be as fun for him if he let the game die too soon, so he displayed capability of controlling towers to shoot longboats after losing 1 tower. Around 23.30 mark, there was a huge stack again and this time he probably got tired of his trolling and intentionally refused to control his tower which caused his lane to die.

Honestly, there are many obvious tells for this guy and I knew before the game started that he was going to troll this game. This guy has been reported many many times and is known as a korean troll. However, he likely uses vpns or something to avoid being banned. In fact, I am fairly certain he's the same guy who got banned for 7 days just yesterday:
