Any further thoughts: maybe he really don't know the rule since this is a rule often overlooked but he has decent elo so it's hard to say. Nonetheless i think it's someone's personal responsibility to know the rules. perhaps just ask him to paste the rules and give a warning?

this is actually a second brq for second opinion as i did a forum post under ltd mega to seek clarification on this specific rule and it seems that different admins have different understanding on this.
