Fix the !mode command in DotA

Right now it seems to work that you can change mode as long as you are the first few players in the dota lobby. So what people do is go in an empty game with a few friends and change mode to RD, and then people can't change it back even though the majority doesn't want it.

Even though it's moderately funny (especially when people ALT + QQ right off the bat because of the mode) and I respect the trolling efforts, this should be fixed.

Should take a minimum of 6 votes (if not more) total to get the mode changed, not 50% of current players ingame or however it works now.

majority can change it easily if they vote for original game mode, problem is most people join and don't realize mode has changed until after game is loaded.

Following the above, the commonality of said issue is simply too minimal to require our attention at the moment.
