I can accept all you wrote, except haza's comment not being a threat.

The right way was "Tell him to unignore".
Even tho I see the difference in the wording, it's rather little and both "... or report" and "... or ban" tell the same story.

Both introduce an "do what I say or else ... " situation (for reference please watch this https://youtu.be/Kb21_qI90pE?t=85).
And as you so clearly pointed out, it was issued by a headadmin. How am I supposed to be able to draw that thin line in the heat of the moment? In my eyes it's a threat regardless.

To be honest, there's been plenty of times people ignore someone/each other right off the bath and there's never been anything such as a report for it because it doesn't break any rule. Of course it can be annoying, but as long as he cooperates it doesn't affect the gameplay by a lot.

Pretty sure nobody has ever been banned for it.
