He does not listen and when told to start saving, he still upgrades. level 12 was perfect opportunity to send and finish game but because he upgrade timelord solo, we could not send full. also racism and trolling

Level 10, begins upgrading timelord. A send at 12 would have effectively ended the game.
Level 11-13 continues upgrading timelord despite being told to save and send 16.

The trolling/flaming behavior is all too familiar with this dude that even TTotem has to mention it.
