I'm not convinced he maphacks
His wards did see Dazzle in rosh, and dazzle invised out (which the ward also saw)
When he saw Magnus chasing him through the lane, I think he assumed that Dazzle was scouting him with invis and waiting for him to come un-invis, so he dusted. I doh't find the random dust all that unbelievable.
The juking around after that is a little strange, but he explained that

Theres a simple way to confirm a map hack. watch the other replays he has, and go from there.

I've watched the replay without reading any stories before to avoid the fact of being prejudice.
After having finished watching, I read what kind of 'proofs' are given.
Let me start with the first gem at T2 tower: He went back to get the gem, dazzle came and ck went a little on until he realized he was there.
Dazzle would have been in the range of the tower by then anyway and after being stunned, he used his spell. So he's right with what he claimed.
About the dust: He got hunted by the whole enemy team since rosh. Most of them didn't follow him to the scourge T1 tower and since he went through his jungle, the chance of having anyone crossing him from the right was very high. I don't think using dust in that situation is any suspicious - I myself would have probably used it.
Plus, he got hit by far too many spells which he could have dodged with maphack. He even got ganged in the scourge jungle after killing one - and not only there he got ganged. Another example is the axe action in the early game. With maphack you could have went to him instead he passed him and surprised by the appearing of axe, returned to him.
QT - the self claimed mh genius - states that there are only two possible cases for human beings to decide, yet that's wrong.
I actually don't care what he could have done or not - the dust usage in such a situation is simply to make yourself save.
Personally, that's not enough for me and taking the dust action as a strong argmuent - or the only argument for his maphack - since decent players would have used it anyway.
And leave only your possible IFs, qt, we all know how well you can maphack but it's not about you - it's about him, another individual.
So if I see this right, it's 2:2. Another mod will have to look at this.

How does sound even matter?
I played a whole LoD yesterday without any sound and could easily nuke an invis slark who was within his ultimate - he could have been anywhere. - Disabled sound just makes you pay even more attention - so it's not a con but a pro argument for certain reactions.
And since he couldn't hear anything, the dust is just another reason to save him.

This is why game sounds matter, and this is why all good people use them: When you have a ward and are watching the area, you can here windwalk. It makes a noise. So not only did he see him go invis, but he could have heard him. The game sound also gives a noise for wards ending. By using game sounds you can hear items like lothars, dagger, windwalk and more. The game sounds are absolutely vital. Also, if someone is right near you and uses windwalk, you can hear it. That has been a great issue with a lot of mh requests when people random dust. They aren't aware that you can hear a noise when you cast.
Edit: I strongly recommend playing with sounds, its a great advantage.

1. All or most heroes are missing, this should trigger fear especially when the player knows who could easily killed him; Dazzle and Dragon Knight.
2. Good Juking is only possible when you have clear vision of visible target/s.
3. Predusting has only 2 possible objectives.
a. Kill the invis.
b. Make the invis visible so that you know for sure he's around and able to make good decisions of escape routes.
If this is how you judge acceptable game play, you are very wrong in your perception. And making a statement of Decent players using this technique is just so rare.
Arty, you used this before too? So did anyone called you a map hacker in those games?

Nop and if you are getting hunted by 5 which must have went through the jungle since they haven't followed you to the T1 scourge middle tower, then spending that item to get vision around is just acceptable.
There could be only one way for the scourge to hunt him; the jungle.
And why didn't he go to the top rune if he knew they went through the jungle? 5vs1 seems rather stupid.
